″ is the double prime: inches (a 27″ monitor), arcseconds (51° 30′ 26″ N) and second derivatives (f″(x)). People usually type the straight quotation mark " instead, which is fine in a pinch, but the curly ” that word processors substitute is wrong for measurements. The triple prime ‴ exists for third derivatives and for arc-thirds in old astronomy.
